Logistics Programs
Contractor Logistics Support (CLS) and Performance Based Logistics (PBL) contracts are designed to implement a joint management concept to support functions of material, documentation, and services, including engineering and maintenance, to sustain aircraft fleets.

Objectives of Derco’s Logistics Programs are to provide management input and support to aircraft fleet operations by developing, implementing, and achieving on-time and on-budget performance for the logistic elements of maintenance programs. These programs are developed to maximize aircraft reliability and availability.

OWSM
The innovative Canadian OWSM contract was designed to implement a joint management concept to support functions of material, documentation, and services including engineering and maintenance to sustain the CC130 Primary Air Vehicle (PAV). The joint management concept focuses on providing operational availability of fleets through optimization of the end-to-end process, maintaining and enhancing operations capabilities, and providing more value for money. These principles provide availability for minimum costs while completely addressing life cycle requirements.

Objectives of the CC130 PAV OWSM are to provide support to the Canadian Forces (CF) CC130 operations by developing, implementing, and achieving on-time and on-budget performance for scheduled maintenance programs meeting the CF’s requirements on aircraft reliability and availability while maintaining established spares accessibility for these standards. The contract reduces ownership costs, optimizes cost performance, increases CC130 availability, and continually monitors technological advances in capabilities.

For the CC130 PAV OWSM program material support encompasses activities required to provide airworthy consumables and repairables to the CF.

Material support functions are applicable to the following:

Provision and support for all CC130 consumables required to support third line   inspection and repair activities
Provision and support for all unique consumables for first and second line activities
Provision and support for all unique repairables items for first, second, and third line activities

Repair and Overhaul component management
Derco is responsible for acquiring all CF material and material management support including repair and overhaul of CC130 unique repairables, kitting, purchasing, forecasting, stocking levels, and distribution for unique consumables for first and second line maintenance activities and management of all third line consumable requirements.

These activities are accomplished through: 

Competitive acquisition process
Identification, validation, and approval of substitute parts
Provision and support for all unique repairables items for first, second, and third line activities
Management and performance of material inspection
Packaging, handling, and preservation requirements including special requirements for air shipment and dangerous goods
Procurement or manufacture of re-useable shipping containers

Derco maintains inventory levels and manages location distribution by processing CFSS material activity requirements through generated requirements, customer requirements, maintaining CFSS account records, and directing the issue and movement of spares within CFSS.
